اصدر معالي النائب العام الدكتور.علي احمد الأعوش التعميم رقم (7) لسنة 2020م قضي بمنح رؤساء نيابات الاستئناف في المحافظات صلاحيات استثنائية للإفراح عن السجناء الذين قضوا نصف المدة المحكوم بها عليهم والسجناء رهن المحاكمة الذين امضوا في السجن نصف مدة الحد الاقصى للعقوبة المقررة للجريمة المرتكبة ولم تصدر بحقهم أحكام ، وكذلك الافراج عن السجتاء الذين انتهت مدة العقوبة المحوم بها عليهم ولازالوا محبوسين على ذمة الحقوق الخاصة عدا من هم محبوسين على ذمة الديات والاروش. مع مراعاة أخذ الضمان الحضوري الاكيد حال تعذر الحصول على الضمان التجاري او المالي بحسب كل حالة على حده ، وموافاة شعبة السجون بمكتب النائب العام ورؤساء المحاكم بكشوفات باسماء السجناء المفرج عنهم بموجب هذا التعميم.
واشار التعميم الى عدم شمول السجناء المحبوسين على ذمة قضايا الاتجار بالمخدرات والارهاب والقتل بالافراج . كما وجه معالي النائب النائب العام رؤساء ووكلاء النيابات بالنزول الى السجون واماكن التوقيف والاحتجاز للبدء بعملية الافراج للتخفيف من ازدحام السجون تفادياً للمخاطر الجسيمة لهذا الوباء واثرها على النزلاء او العاملين في تلك السجون حفاضاً على السَّلامة العامة لهم وللمجتمع.

The statement indicated that prisoners held in connection with drug trafficking, terrorism and murder cases did not include release. His Excellency the Public Prosecutor also directed the chiefs and prosecutors to go to prisons and places of arrest and detention to start the release process to alleviate prison overcrowding in order to avoid the grave danger of this epidemic and its impact on inmates or workers in those prisons in order to preserve the general safety of them and society.
